Cancellation Policy
At Private Car Services, plans can change. Here's how cancellations work:
Rides booked in the PCS rider app: Once you have booked a ride, cancelling it at any time costs 25% of your quoted fare or $10, whichever is higher. The fee is charged to the card on file.
Rides booked on our website quote page: Cancelling after booking costs a flat 25% of your quoted fare (no minimum). It is kept from your deposit (see Deposit Policy).
Warning before you cancel: When you tap Cancel in the app, a warning shows the exact fee before anything is charged. You can keep your ride instead.
No-show: If you are not at the pickup spot and we can't reach you after the driver has waited 10 minutes, the ride is treated as a cancellation and the cancellation fee applies. (For airport pickups, see Airport Pickups.)
If we cancel: If your driver or Private Car Services cancels your ride, you are never charged.
Refunds: Any refund goes back to your original card and usually shows up within a few business days.
Think the fee was a mistake? Text (936) 261-7878 within 48 hours and we'll review it.
Rides booked through our online quote page require a deposit of 25% of the estimated fare, charged when you book.
The deposit is applied toward your final fare. At drop-off, you pay only the balance.
If you cancel after booking, or you are a no-show, the cancellation fee is a flat 25% of the quoted fare (no minimum), and it is kept from your deposit. Nothing more is charged. If you paid in full, we keep 25% and refund the rest.
If the driver or PCS cancels, your deposit is refunded in full.
These terms are the agreement between you (the rider) and Private Taxi Services LLC, doing business as Private Car Services ("PCS").
Agreeing to these terms
By creating an account or booking a ride through the PCS rider app or our online quote page, you agree to these terms and the policies on this page.
Who can book
Age terms on this page: a "Teen" is 13 to 17 years old; an "Adult" is 18 or older.
You must be at least 18 years old to create an account or book a ride.
Riders under 18 must ride with an adult.
The PCS rider app is invitation only for now.
You are responsible for the people riding on your booking and for keeping your account information correct.
Our service
Rides are offered "as available." We can't promise a driver will always be available at a certain time.
Fare estimates are estimates, not guarantees. Your final fare is calculated from the actual trip at drop-off (see Payments, Tips and Pricing).
We are not responsible for delays caused by traffic, weather, road closures, accidents, flight changes, or other things outside our control. Please plan extra time for flights and important appointments.
Limits on our responsibility
To the fullest extent Texas law allows, PCS and its drivers are not liable for indirect or follow-on losses, such as a missed flight, a missed event, or lost income.
To the fullest extent the law allows, our total responsibility for any claim about a ride is limited to the fare you paid for that ride.
Nothing in these terms limits any right you have that the law does not allow us to limit.
Refusing or ending service
PCS or the driver may refuse a ride, end a ride, or close an account for unsafe, illegal, or abusive behavior, for breaking these policies, or for unpaid charges.
Changes to these terms
We may update these terms. The newest version will be posted at www.PCSrides.com with the date it changed. Booking a ride after a change means you accept the updated terms.
Texas law
These terms are governed by the laws of the State of Texas.
Any legal dispute will be handled in the courts of Montgomery County, Texas.
Before filing any claim, please text us first at (936) 261-7878 so we can try to fix it.
Contact
Text (936) 261-7878, or write to Private Car Services, 502 W. Montgomery St., Unit 121, Willis, TX 77378.
We want every ride to be safe and comfortable for riders and drivers.
Be respectful. Treat your driver, other riders, and the vehicle with respect.
No harassment or discrimination. No threats, violence, sexual comments or contact, or hateful language, and no discrimination based on race, religion, national origin, disability, sex, sexual orientation, gender identity, age, or any other protected trait. This rule applies to drivers too.
Seat belts are required for everyone, every ride.
NO SMOKING OR VAPING by drivers or riders, of any kind, in the vehicle at any time, including cigarettes, cigars, e-cigarettes, vapes, and marijuana. A driver may end the ride, and the $100 cleaning fee may apply.
No illegal drugs.
Alcohol: No open containers of alcohol in the vehicle. Nobody under 21 may have alcohol.
Weapons: Weapons are allowed only as permitted by Texas law, and must stay holstered or secured and out of sight for the whole ride.
Passenger limit: The most passengers allowed is the number of seat belts in the vehicle. Every passenger, including children, needs their own seat belt.
Luggage: Bags must fit safely in the trunk or cargo area without blocking the driver's view.
Unsafe behavior: The driver may end the ride at a safe location if a rider's behavior is unsafe, illegal, or abusive. Fares for the distance traveled still apply, and riders may lose access to PCS.
Emergencies: call 911 first. If you are in danger, call 911 right away. Then contact PCS.
Seat belts: Everyone must wear a seat belt on every ride.
Check your PIN: When a driver accepts your ride, the app shows you a rider PIN. Give that PIN to your driver to start the trip. Do not get in if the driver can't confirm the ride. This helps make sure you are in the right car with the right driver.
Alert button: Riders and drivers have an Alert button in the app. Pressing it opens your phone's dialer to call 911 and sends a red alert with your live location to PCS.
Driver safety check: If the vehicle stops for 4.5 minutes during a ride, the app asks the driver, "Are you OK?"
Private phone numbers: Drivers' phone numbers are never shown to riders. Use in-app chat to contact your driver.
Driver screening: Every PCS driver must pass a background check and hold a valid Texas driver's license and auto insurance.
Report problems: If anything felt unsafe, text (936) 261-7878 as soon as you can.
Texas law: Under Texas Penal Code §49.031(c)(1), passengers may have open containers of alcohol in the passenger area of a vehicle used primarily to carry people for pay, such as a limousine. PCS vehicles operate under a City of Houston limousine permit.
Passengers 21 and older may bring and drink their own alcoholic beverages in the passenger area during the ride.
PCS does not sell, serve, or include alcohol in any fare. Drivers will never drink, pour, buy, or hand out alcohol, and the open-container exception does not apply to drivers.
No one under 21 may have or drink alcohol in the vehicle (Texas Alcoholic Beverage Code §§106.04–106.06). Drivers may ask for ID.
No alcohol is allowed on any ride with a rider under 21.
A driver may refuse or end a ride if a passenger is underage with alcohol, or is visibly intoxicated or unsafe.
Riders must take any open containers with them when the ride ends.
No smoking or vaping in the vehicle at any time, by drivers or riders.
If a rider causes a mess that needs professional cleaning (for example vomit, spilled drinks or food, or bodily fluids), a cleaning fee of $100 will be charged.
If a rider damages the vehicle, the rider will be charged the actual cost of repair.
The fee is charged to the card on file for that ride. We will text you photos of the mess or damage and a receipt or estimate for repairs.
If you disagree, text (936) 261-7878 within 48 hours and we will review it.
Texas law requires children younger than 8 to ride in a child safety seat or booster seat, unless they are taller than 4 feet 9 inches. PCS follows this rule on every ride.
Riders must bring their own car seat or booster seat and install it themselves, unless a seat is arranged with PCS ahead of time.
The driver may refuse the ride if a child who needs a car seat does not have one.
Every child needs their own seat belt and counts toward the passenger limit.
Service animals are always welcome, as required by the Americans with Disabilities Act (ADA) and Texas law. There is no extra fee. Drivers may ask only (1) whether the animal is needed because of a disability and (2) what task it has been trained to do.
Pets: Pets are allowed by request, if arranged ahead of time, and must stay in a carrier for the whole ride.
Wheelchairs and mobility devices: We can carry folding wheelchairs, walkers, and similar devices that fit safely in the vehicle. Our vehicles are not wheelchair-accessible vans, so tell us about your needs when you book and we'll do our best to help.
Need another kind of help? Text (936) 261-7878 before your ride.
Distance is always rounded up to the next whole mile.
Texas sales tax of 8.25% is added.
Your final fare is recalculated from the actual trip at drop-off, so it may differ from the estimate if the route, distance, or stops change.
Stops and wait time
During a ride, if the driver sits still for 5 minutes, the app asks whether this is an additional stop.
If yes, a stop is added and wait time is billed at $0.40 per minute.
Paying in the PCS rider app
Your card is saved when you book. Nothing is charged at booking.
After drop-off, your card is charged the final fare plus tax plus an optional tip.
Tip choices: none, 15%, 20%, 25%, or a custom amount.
Paying through the online quote page
A deposit of 25% of the estimate is charged when you book and applied toward your final fare (see Deposit Policy).
Tips
Tips are always optional. 100% of your tip goes to your driver.
Airport fees and tolls
Airport fees and road tolls on your trip are passed through to you at cost and shown on your receipt.
Card security
Payments are processed by Square. PCS never stores your full card number.
Questions about a charge
If a charge looks wrong, please text (936) 261-7878 first. Most problems can be fixed quickly.
If you file a chargeback (dispute) with your bank without contacting us first, we will send the bank our ride records, such as GPS route, times, and receipts. Riders with unresolved chargebacks may lose access to PCS.
We serve IAH (George Bush Intercontinental) and Hobby (HOU) airports.
When you book an airport pickup, give us your airline and flight number. We track your flight and adjust your pickup time for early or late arrivals.
Free wait time: Your driver waits free for 30 minutes after your flight lands for domestic flights, and 60 minutes for international flights.
Flight delays are never your fault: We track your flight. Your free wait time starts when your plane actually lands, not at the scheduled time, and a delayed or early flight never counts against you. A no-show only applies after your plane has landed and you still haven't met your driver by the end of the free wait time plus 30 more minutes.
International arrivals: A $15 service fee (plus tax) is added to international arrival pickups, purely for extended wait times and extended parking fees.
After the free wait time, wait time is billed at $0.40 per minute.
Text us when you have your bags and are ready, and we'll tell you where to meet your driver.
If we can't reach you after the free wait time plus 30 more minutes, the ride may be treated as a no-show (see Cancellation Policy).
We are not responsible for missed rides caused by flight delays or changes we were not told about, or wrong flight details.
Any airport fees or parking charges are passed through to you.
By giving us your phone number, you agree that PCS may text or call you about your rides. This includes booking confirmations, driver updates, receipts, safety messages, and account messages.
Message frequency varies with how often you ride. Message and data rates may apply.
Reply STOP at any time to stop text messages. Reply HELP for help, or text (936) 261-7878. If you opt out, you may miss important ride updates.
We will not send you marketing or promotional texts unless you separately agree to receive them.
Consent to texts is not required to buy any service.
We never sell or share your phone number for others' marketing.
PCS arranges your ride and handles booking, billing, and customer support.
Some or all PCS drivers may be independent contractors, not employees of PCS.
All drivers must meet PCS's screening and safety standards (see Safety Policy) and follow PCS policies on every ride.
Questions or concerns about a driver? Text (936) 261-7878.
Driver pay terms
Cash rides: driver keeps the cash and owes PCS 30% of the fare plus all taxes, settled in the weekly balance.
Failed card payments: if a rider's card is declined, the driver owes PCS 30% of the fare plus taxes for that ride.
Driver hours of service (PCS company policy)
Every PCS driver follows these limits. The driver app tracks them automatically. Drive time is time the vehicle is moving, measured by GPS while you are on shift. PCS may adjust these limits.
Drive: no more than 11 hours of driving.
Shift: no driving after the 14th hour since you came on duty. The 14 hours don't pause for breaks.
Break: after 8 hours of driving, take a break of at least 30 minutes in a row without driving.
Cycle: no more than 70 hours on duty in any rolling 8 days.
Resets: 10 hours in a row off duty resets the Drive and Shift limits. 34 hours in a row off duty restarts the Cycle.
The app shows four countdown clocks (Break, Drive, Shift, Cycle) and warns you when 1 hour and 30 minutes are left. When a limit is reached, new ride offers stop. You can finish a ride already in progress.
Only PCS can approve an exception, and every exception is recorded with a reason. Keep Location set to "Always" and keep the app open while on shift so your time is counted correctly.
